MacOS does this funky thing where the system RAM is used as VRAM and it counts it anyway.

If this is Linux and it uses a iGPU, same deal.

If this is a desktop on Linux with a GPU and you're using 15GB with a couple browser tabs open I'd scream to the heavens.

Linux does have this nifty feature called zram (compressed RAM).. may want to look into that.
